Dimapur | June 16 : Vahan and Sarathi were launched at the District Transport Office, Dimapur (DTO) by the Deputy Commissioner of Dimapur, Maongwati Aier, on Tuesday in the presence of Superintendent of Police, Dimapur, DTO, NIC officials and other dignitaries. Vahan and Sarathi are application software developed for the State Transport Authority. The software developed by the National Informatics Centre (NIC) performs all activities through computer in Regional Transport Offices. Vahan is for processing all transactions related to vehicles and Sarathi is for processing driving licence and related activities. Vahan can be used for issue of registration certificate and permits. Sarathi can be used to issue a learner’s licence, permanent driving licence, etc. to the applicant. The system was implemented on a pilot basis at the DTO, Kohima office. The system will now cover all the RTOs in the state.

Speaking as chief guest, Aier, while congratulating the officials of the DTO, expressed hope that the DT or RT offices will have e-governance and transparency. He mentioned that e-governance would keep a check on misuse and forgery of documents and signatures and also continued that it would stop duplication of registration certificates and licences. Referring to the flourishing menace of stolen vehicles, the DC disclosed that 93 and 50 stolen vehicles were recovered in 2008 and 2009 respectively in Dimapur by the district administration and the police. However, he asserted, the launch of Vahan and Sarathi would have tremendous check on this menace in northeast India, especially in Dimapur. Pointing out that high profile people were involved in the racket, he cited an instance where a person owns five foreign vehicles which, according to the DC, was very disturbing and not possible since foreign vehicles were very costly.

Also speaking on the occasion, Superintendent of Police, Dimapur, Liremo Lotha said that Dimapur has become a safe haven for stolen vehicles since stolen vehicles from Delhi and other metros were found or recovered here. “It is not a pleasant thing. It has become a flourishing business for a few individuals in Dimapur,” the SP said. Citing an example, Lotha said that vehicles costing about Rs.5 or 6 lakhs were sold at around the rate of Rs.1 or 2.5 lakhs in Dimapur. He continued that these individuals also fake the registration certificates at Rs.1000. He also expressed hope that these software would help the people, especially the investigating agencies. Vikishe, Scientist D of National Informatics Centre, Dimapur, also spoke on the occasion, while Lanusungkum Aier, principal system analyst, NIC, spoke on the technical aspects of Vahan and Sarathi. Earlier, the programme was chaired by Clara Keneignunuo, DTO, Dimapur and the vote of thanks was proposed by Myamo Jami, Motor Vehicles Inspector of Dimapur.
