Kohima, June 19: Taking a leap in its quest for e-governance, Nagaland is all set to go ahead with the much envisage State Wide Area Network (NagaSWAN) which will link all the Government offices District Head Quarter (DHQ) and all the Block Head quarters (BHQ) and the State Data Center/Network Operation Centre (SDC/NOC) with the State Secretariat.

SWAN which was envisaged under the National E Governance Plan (NeGP) of Government of India will be the backbone network for data, video and voice communications throughout the State and would act as the vehicle for effective implementation of Electronic Governance (e-Governance) across the state. NagaSWAN once implemented will link Government offices at the State Secretariat, called as the State Head Quarter (SHQ) with the District Head Quarter (DHQ), and all the Block Head quarters (BHQ) and the State Data Center/Network Operation Centre (SDC/NOC).

The state-of-art technologies NagaSWAN which is initially proposed for vertical connectivity between SHQ, DHQ and BHQ will be flexible to expansion and upgradation to cover all parts of the state. While, Horizontal connectivity will also be taken up later after the vertical connectivity is in place. Once implemented, all e-Governance Applications, Communication and IT infrastructure would be linked/Integrated to NagaSWAN.

The mission statement of NagaSWAN is “to provide services which are reliable and always available”. It will be based on open standards, scalable with high capacity network to carry data, video and voice traffic between different offices of GoN at State, District and Block level. The network will have a single point gateway of adequate capacity to Internet and other existing as well as upcoming Networks.

Nagaland State e-Governance Society (NSeGS), Department of Information Technology & Technical Education (DoITTE), Government of Nagaland which is the main trustee of this project, had floated tenders inviting bids from eligible bidders who have the necessary qualifications to carry out the installation, commissioning and thereafter provide Network Operation and Management Service for complete NagaSWAN and Network. NagaSWAN Project is aimed at creating an informed people who are empowered with the sense of partnership of working in close relationship with the Government towards a healthier, happier and a prosperous society. In other word, “The State of Nagaland and its citizen shall become an ICT enabled Society”.

The main objectives of the NagaSWAN is reduced in telecom/traveling cost through use of VOIP and video conferencing, provide reliable vertical and horizontal communication corridor within the state administration and make Government more productive and compatible for electronic transactions, achieve e-governance commitment and bring government closer to public, provide efficient service management, strengthen Disaster Management Capacity, provide services to citizens through Citizen Service Centers located throughout the State, provide information with regard to schemes and programs of departments and agencies of Central, State and Local Governments including citizen specific forms on the Internet as well as through Citizen Service Centers, ensure computerization of key Government departments and training of employees to enable delivery of services through NagaSWAN. Moreover, provide cost-effective methods of delivery of citizen services to the government departments and agencies, ensure delivery of services through effective partnership with experienced and proven Service Providers, to be selected through a competitive bidding process, ensure speed, reliability and certainty of delivery of services through enforcement of a Service Level Agreement with the selected Partner, enable the government departments and agencies to focus on their core functions and responsibilities by enabling efficient and secure G2G communication and exchange of Data, Voice and Video and reducing the time and cost of travel and thereby enhancing the overall productivity of the administrative machinery, create the right governance and institutional mechanisms for implementation of the project to achieve sustained delivery of services and a network with maximum use of bandwidth.

The NagaSWAN project will establish the network in a three tier structure. The first tier will be the State Headquarters at Kohima. The SHQ will be in the Civil Secretariat and further connectivity will be with all horizontal offices.

SHQ will also be connected by leased circuit to the VSAT service provider hub as backhaul link for connectivity to remote blocks. At the second tier will be the 10 district headquarters of Dimapur, Mokokchung, Tuensang, Mon, Phek, Wokha, Zunheboto, Peren, Longleng and Kiphire. The district headquarters will be linked with the State headquarters through Optical Fibre Cable being provided by Bandwidth Provider for which State Government will enter into a separate agreement with the Bandwidth Provider. At the third tier will be the Block Headquarters amongst which 37 Points of Presence have been identified. The lists of identified POP sites have been given in Annexure 18. As of now, 14 POPs out of 37 at the block level are not covered by the OFC. They will get covered in due course of time but for the evaluation purpose, today’s condition will be considered.

The NagaSWAN will be connected to the NICNET at the SHQ level for interconnectivity is to be implemented on a Public Private Partnership (PPP) model. The selected partner will be responsible for supply, installation and maintenance and management of the NagaSWAN for a duration of 5 years. The selected private partner shall also provide training and capacity building of State Government personnel. The state government will appoint a Third Party Agency, which shall monitor the NagaSWAN during implementation, commissioning and operation. The Third Party Agency shall also conduct the Partial and Final Acceptance Test as per the technical requirement of the Agreement and shall issue the Certificate of Completion for SHQ, DHQ, BHQ/BLOCK and co-located & remote office.
