6th pay scale in State from April this year PDF Print E-mail
DIMAPUR, MAR 21(EMN): In view of the grievances expressed by various groups of the Nagaland government employees through the media on implementation of the 6th pay scale, the state government has made it clear that the new pay scale will be implemented for the state employees with effect from April 1, 2010, keeping the gap of 10 years between two pay revisions in the state. Chief Secretary Lalthara in an official notification today explained that the state does not have its own resources to implement the new pay scale but was willing to consider the new central pay scale to its employees even before expiry of 10 year gap period, provided the central government gave financial assistance for the purpose.

Informing that the Finance Ministry expressed its inability to extend such financial support to any state government to meet additional expenses of pay revision, the notification however said due to strong and persistent pressure by the state government at the highest level for such special grant, the Planning Commission in consultation with the Finance Ministry offered to pay Rs 400 crore to the state as advance plan assistance to be recovered from the normal plan assistance of the state in the subsequent years. But the state government decided not to avail this advance plan assistance as 90% of the population in Nagaland, who are not government employees, cannot be deprived of their due share of development funds by diverting them for implementation of the new pay scales for the state employees, the notification said. The government also reminded the state employees that they are being given regular dose of dearness allowance at an interval of every six months to compensate them for the price rise. The government further clarified that as per conventions already adopted all over India, new ROP Rules are implemented at an interval of 10 which fall due in the state on April 1, 2010 in view of the fact that Nagaland implemented the 3rd pay scale with effect from 1990.

The state government employees have been demanding implementation of the 6th central pay scales on the ground that members of All India Services serving under the state have been given the new pay scale with effect from January 1, 2006. In this connection, the state government has clarified that the timings of revision of pay scales by the government of India and the state government does not coincide while clarifying that it cannot give the new pay scales to its employees with effect from the date the central employees/AIS officers get their new pay scales since they are governed by different rules. The notification further stated that AIS officers serving under the state government also cannot demand the new pay scales every time the state government announces new pay scales for the state employees.
